It's once again time for property tax reassessment.
During the recent council meeting, Financial Services Director Brian Acker presented the proposed 2009 city tax policy.
Every four years, Saskatchewan Assessment Management Agency co-ordinates a full revaluation of all properties it covers in 783 Saskatchewan municipalities to coincide with a new base date.
Until this year, property values for tax purposes were based on June 30, 2002, estimates. As of 2009, all properties will be taxed on assessment estimates from June 30, 2006.
Acker said the assessed value of local property has increased by about 37 per cent across all property types.
Specifically, single residential family units have increased about 33 per cent, multi-unit assessments have increased about 46 per cent, condo assessments are up about 44 per cent and commercial assessment is up about 45 per cent.
Acker said the city maintains revenue neutrality during property reassessment, so the city won't try to use the increased value of homes as an attempt to generate more tax dollars.
One thing administration is recommending is the recovery of lost tax income due to successful assessment appeals by commercial property owners be compensated for strictly through extra charges to the commercial class of properties.
Currently, lost income due to successful appeals is recovered by charging more on all properties, regardless of class. Acker said commercial properties tend to have a lot more successful assessment appeals than do the other property classes.
Coun. Brian Swanson said he believes switching this aspect of the tax policy is the "wrong approach."
"Every property owner in town should realize that not only does he or she have to pay the full tax if these recommendations go through, he or she also has to pay a five per cent surcharge to offset any successful appeals of other commercial property owners."
He added perhaps some of the increased revenue sharing the province gave Moose Jaw in 2009 should have been saved as a commercial tax appeal reserve.
Council voted to have further discussion regarding the 2009 proposed tax policy at a later date.
