With the demise of the city's mattress recycler, it only makes sense for the city to waive the fee that was put in place at the landfill for dumping mattresses.
The fee was instituted to assist the recycler, but with that in the past the fee just meant some people were dumping mattresses anywhere but the dump.
While it's good there is no disincentive for taking a mattress to the landfill, it's sad this had to be a consideration in the first place.
Sure, not everyone wants to shell out $10, especially just to throw something out, but that's no excuse for tossing a mattress out in public, wherever you please.
What kind of disregard for the rest of the people in the city, not to mention the environment, must an individual have to abandon any garbage, let alone a mattress, in the city streets.
This should be common sense. Unfortunately, it's not and that's why the city has to worry about waiving this fee. It seems silly to have to worry about but often government's have to do silly things to deal with the lowest common denominator.

That would be the same kind of disregard the rest of the people in the city had for them, when they supported skyrocketing city expenditures in a time when the cost of essentials (food, utilties, housing) are all climbing faster than their income. Look in a mirror before complaining someone wasn't thinking about YOUR needs.
