Cleaning up our environment

There are many things summer brings that people always look forward to such as warmer weather, more sunshine, fresh smells, colourful scenery and, for some, garage sales.
Some people enjoy "garage saling." They like the challenge of finding a truly great deal, price haggling with people or just having a look at who is getting rid of what.
But with garage sales comes two points of aggravation for many people: drivers who stop in traffic to read signs posted on light standards and those same signs still up three or four weeks after the sale was held.
The people who stop for garage sale signs are a hazard on the city streets. Many don't bother to even pull over and they certainly don't bother to get out of their vehicle to read the sign. Either they or a passenger instead squint and strain to read the address from inside the vehicle parked in the travelling lane of the street. Meanwhile traffic behind them is backed up and at a standstill. Most seem oblivious to the frustration they are causing.
Then there's the hot pink, vibrant yellow or plain old white paper, stapled to the corner light post, that will remain there until time and weather takes care of it. Ones not attached very well can blow off the post and land on the windshield of a passing motorist putting several people at risk.
A simple city bylaw forcing people to remove all garage sale signage within 24 hours of the closing of the sale or face a fine would do wonders for the environment and the overall look of the city as homemade posters get stapled one on top of the other, week after week.
Enforcement wouldn't be that much of a hassle as these signs all have addresses on them.
But it's not just garage sales. Posters for concerts, performances, businesses and lost (or found) pets also add to the clutter. Such posters should have a "shelf life" depending on the importance of each and the person(s) who posted the signs should be responsible for removing them by that date.
Most are stapled to public property that the city occasionally has to do work on (painting or replacing) and city workers shouldn't have to strip layers of posters off a pole and pull out hundreds of staples just to paint a pole.
Consider it an environmental issue.
