Board decides to keep man who beheaded fellow bus passenger locked up under heavy security in Manitoba

WINNIPEG - A man who killed a sleeping passenger on a Greyhound bus must remain locked up under heavy security at a Manitoba psychiatric facility, a provincial review board ruled Wednesday.

Vince Li will be sent to the high-risk ward at the Selkirk Mental Health Centre as soon as a bed becomes available.

Until then, he remains under 24-hour supervision at a secure ward of the Health Sciences Centre, where he has been since last August.

John Stefaniuk, chairman of the review board, said they adapted the recommendations made earlier this week from Li's treating psychiatrist.

Detailed reasons for the decision are expected to be prepared in the next two or three months, but a decision hasn't been made on whether they will be made public, said Stefaniuk.

"That's still something we're going to be discussing," he said.

Li will be eligible to have his status reviewed again in June 2010 and then annually.

The Edmonton man was found not criminally responsible for stabbing, beheading and dismembering Winnipegger Tim McLean in front of horrified passengers near Portage la Prairie, Man., last summer.

A judge ruled in March that Li suffered from untreated schizophrenia and did not realize that killing the 22-year-old carnival worker was wrong.

The review board convened for the first time this week. It had three options - immediately release Li into the community with no conditions, grant him a conditional discharge or keep him in a secured mental health facility.

Dr. Stanley Yaren testified Monday that Li remains a risk to the public, and himself, and should be detained indefinitely.

    Just not enough... He should be locked up in prison, and they should throw away the key!

    Well, let's see... he committed one of the most brutally violent acts in the history of this country less than a year ago. Why would they even have to think for one second about whether or not to keep him locked up?

    What were they gonna do if they let him go? Give him some money, help him get an apartment and job?

    If Charlie Manson has to stay locked up for the rest of his life, so should this guy. Manson never even did any of the killings himself and he'll never see the light of day again.

    This Li guy is about 1000 times more brutal than Manson. To ever let him go would be a travesty of justice in this country. Not to mention the blowback on the government and doctors if he ever did anything like this again.
