City residents have been divided about Mosaic Place and YaraCentre since 2009.
Mayor Deb Higgins believes it will always be controversial, but that the facilities have proven to be important and successful parts of Moose Jaw.
She added 10 years ago, no one would've expected big events like the Scotties Tournament of Hearts or the Telus Cup to have come to Mosaic Place.
Last week, the majority of council voted to allocate the remaining $510,623 in the Mosaic Place and YaraCentre contingency fund in a capital reserve for future upgrades to the facilities.
"I think of myself as a fairly practical person," said Higgins. "It's always been a partnership project in my view."
